By the design horizon, the city’s territory will include six planning zones:

 

Central Zone is the core of the city and is bounded by the inner transport ring. This zone includes residential districts VII, VIII, IX and X. In the Central Zone, the main focus of the project is on landscaping and urban public realm improvements.

 

North-Western Zone is entirely located on the right bank of the city. The project proposes phased reconstruction of this area.

 

Northern Zone covers the territory located north of Bazhov Street and the Irtysh River. A significant part of this area is occupied by the “Central Industrial Area”, “Northern Industrial Area” and “North-Eastern Industrial Area”, where the city’s major industrial enterprises are concentrated. The project provides for new development only in the northern part of the Raduzhny district, as this is the most favourable area in terms of engineering and geological conditions.

 

Eastern Zone is located east of the Central Zone, between the Ulba and Irtysh Rivers. The project does not envisage new residential construction within the Eastern Zone by the end of the design period. For the forecast period up to 2050, further development is proposed for the village of Ushanovo, where new residential development may be accommodated.

 

Southern Zone is located on the left bank of the Irtysh River. This is the most promising area for multi-storey and low-rise residential construction, and is currently being actively developed. By the end of the design horizon, new residential complexes with multi-storey buildings will be constructed in residential districts XXII, XXIV and XXVI.

 

Western Zone is also located on the left bank of the Irtysh River. Within the Western Zone, land plots have been allocated for individual housing construction and detailed planning projects have been prepared for residential districts. Taking these factors into account, the project mainly envisages low-rise housing with private plots in the Western Zone.
